ALM Motorsport filed a right of review in respect of Ruben Volt’s drive-through penalty for Race 1 in Hungary, which cost him his second victory of the season. The review was held just prior to Race 2 on Sunday, with confirmation coming after the race that the review was not upheld, meaning Marco Butti is confirmed as the winner of Race 1.
The team appealed on the basis of a time delay evident on the live stream, more information from the mechanic who had reportedly touched the wheels at or after the five-minute signal, and the addition of the race director competition notes from the Kumho FIA TCR World Tour.
The stewards accepted the review on the basis of the time delay, though they dismissed the TCR World Tour director notes as irrelevant because that championship runs to a different set of sporting regulations. The decision also confirmed that the two championships' procedures in respect of the five-minute signal are expressly different, in that the TCR World Tour allows tyre pressure checks, while TCR Europe states that no mechanical work can take place after the five-minute signal.
As part of the review by the stewards, a new CCTV camera angle was found with clear timestamps confirming that the five-minute signal was given at 17:15:17. Two mechanics were then observed working on the left-rear wheel until 17:15:25, which was clearly after the five-minute signal had been displayed.
The stewards therefore concluded to not uphold the right of review, confirming the mandated 30-second penalty imposed after Race 1, in lieu of a drive-through, which dropped Volt from first to 18th in the final race result.
